West Covina is its own city with no local rent control ordinance, so a covered building runs on AB 1482 at 5% plus CPI — currently 8.7% — against 3% for an equivalent pre-1978 building inside LA City. Over a hold period that is a materially different income trajectory, and it is the single most common reason a building here sells for less than it should.
