Baldwin Hills is a jurisdiction question before it is a valuation question. The neighborhood is LA City — RSO on the pre-1978 stock, LAHD registry, Measure ULA on a sale above $5.4 million. But View Park–Windsor Hills and Ladera Heights, which people casually lump in with it, are unincorporated county and run on the County's RSTPO with a tighter 0–3% cap and no ULA. Two buildings a few blocks apart can carry completely different rent trajectories and completely different transfer tax exposure. Establish the parcel's jurisdiction before pricing anything.
