East LA is the clearest example in my territory of why jurisdiction has to be established before anything else. It is unincorporated county, so the LA City RSO does not apply — the County's RSTPO does, and since January 2025 that ordinance caps increases at 60% of CPI within a 0–3% band, which is tighter than the City's own formula. Measure ULA does not apply either. Owners who benchmark an East LA building against City comps get both halves of the picture wrong: they overstate the rent growth and they overstate the transfer tax.
