Just Cause Eviction

Just-cause eviction rules require landlords to state a specific enumerated reason for ending a tenancy. LA City RSO, LA JCEO, AB 1482, and most local ordinances all include just-cause provisions.

What it means in practice

Just causes typically fall into two categories: at-fault (non-payment, lease breach, nuisance, illegal activity) and no-fault (owner move-in, substantial remodel, Ellis Act withdrawal, government order). No-fault grounds typically trigger mandatory relocation assistance.

SB 567 (effective April 2024) strengthened just-cause rules for AB 1482-covered tenancies — owner-move-in requires actual 90-day occupancy and 12-month continuous residence.

Why it matters for LA multifamily

LA City's Just Cause Eviction Ordinance (JCEO) applies to non-RSO buildings within LA City. RSO has its own just-cause provisions. LA County RSTPO has just-cause. Santa Monica, West Hollywood all have just-cause. The framework is pervasive across LA-area multifamily.
