There is no local rent control ordinance — AB 1482 governs, at 5% plus regional CPI capped at 10%, currently 8.7%. Compare that to an LA City building capped at 3%. There is also no Measure ULA. A Torrance building with the same income as a Koreatown building is worth more, and the reason is that its income can actually grow. Sellers here should not benchmark against LA City comps, and buyers should not expect LA City yields.
