Rosemead Apartment Buildings

Rosemead is a small, dense San Gabriel Valley city between Monterey Park and El Monte, with an apartment stock dominated by buildings of four to twenty units. The regulatory position here is different from the City of Los Angeles, and for most owners that difference is worth more than any physical feature of the building.

Michael's Take
Owners in Rosemead routinely misprice in one direction: they underwrite as though the LA City RSO applies. It does not. Rosemead is its own city with no local rent control ordinance, so a covered building runs on AB 1482 at 5% plus CPI — currently 8.7% — against 3% for an equivalent pre-1978 building inside LA City. Over a hold period that is a materially different income trajectory, and it is the single most common reason a building here sells for less than it should. I have no closings in Rosemead; the pricing case is built from comparable sales, and I will say so plainly.
