Owners in Monterey Park routinely misprice in one direction: they underwrite as though the LA City RSO applies. It does not. Monterey Park is its own city with no local rent control ordinance, so a covered building runs on AB 1482 at 5% plus CPI — currently 8.7% — against 3% for an equivalent pre-1978 building inside LA City. Over a hold period that is a materially different income trajectory, and it is the single most common reason a building here sells for less than it should. I have no closings in Monterey Park; the pricing case is built from comparable sales, and I will say so plainly.
