Gardena is quietly one of the better risk-adjusted South Bay markets for a private buyer. No rent control ordinance, so AB 1482 governs and the income can actually grow. No Measure ULA. Occupancy is consistently strong because it is genuine workforce housing near the industrial and port employment base. The one local wrinkle worth knowing is the city's rent mediation ordinance — it does not cap rent, but it does impose a 60-day notice requirement and a duty to tell tenants they may request mediation. Owners who miss that notice requirement create a defect a buyer will find.
