An unpermitted unit is a dwelling occupied and rented but not reflected in the building's permit record or certificate of occupancy — commonly a converted garage, enclosed porch, basement or subdivided space.
Appraisers measure against the legal unit count, so income from a unit that does not legally exist generally does not support value, and lenders size loans off the appraisal. Legalisation is possible in some situations, most often through the ADU framework, and is neither quick nor cheap.
In Los Angeles an unpermitted unit can still carry tenancy protections even though the unit is not legal, so removing it may trigger a no-fault relocation obligation. It is squarely material and must be disclosed — the permit record is public and every buyer of scale pulls it.
