Prop 10's failure in 2018 set the pattern for subsequent Costa-Hawkins repeal attempts (Prop 21 in 2020, Prop 33 in 2024). Each measure sought to restore local authority to enact rent control on post-1995 construction. Each failed with similar margins.
Prop 10 was the first major test of voter sentiment on Costa-Hawkins. Its failure reinforced the stability of LA's post-1995 premium. Three consecutive defeats now provide strong (though not conclusive) evidence that Costa-Hawkins is likely to survive future repeal attempts.
