A no-fault eviction terminates a tenancy for reasons unrelated to tenant behavior — owner move-in, substantial remodel, Ellis Act, or governmental order. Triggers mandatory relocation assistance.

What it means in practice

Under LA City RSO, AB 1482, and most local ordinances, no-fault grounds require specific proof, tenant notice, and relocation payment. SB 567 (2024) tightened owner-move-in requirements. Ellis Act provides the full-building withdrawal path.

No-fault evictions are the primary path for landlords executing pre-listing vacancy strategies (when buyouts aren't feasible). Cost: $10,650–$26,550 per tenant in relocation fees. Sellers should estimate no-fault costs as part of exit economics.
